yours was locked because it originally was posted in general and locked (therefore deemed lock-worthy and not forum-worthy), however if it was off-topic-worthy it would've just been moved to off-topic the first time. Then you insisted on making another exact same one, which doesn't change the lock-worthiness and unworthiness in forums, even in off topic (since it would've been moved there from the first place if so).

There is a perception between the community that off-topic isn't to be moderate. But actually such distinction doesn't exist according to the rules, and mods do indeed, moderate off-topic from time to time. I believe one mod said that they don't pay much attention unless the thread has been reported or is a grossly violation to the rules though.

In short, your thread broke the rules.
