Upgrades / Transport + Stealth

What Upgrades are good for people of low level (Lvl.6) with few SP. Should I buy all the cheap ones (7k etc) or save up for good stuff ?

2nd Question:
If I put 15 Marines in a Transport Ship , the enemy will see 16 units through the sea or just 1 transport unit ?

Buy the upgrades that serve your strategy of choice the best. You go PD you take the infantry updates, MoS the marine updates etc. I'd reach for the big ones here, like increased range and lower cost.
In that case only the transporter will be visible.
