He had not attacked them in previous turn and had no units close to the 3 problematic militias, he only had the 50 inf prev. turn slighlty NE from where the battle is. No cities are involved here. Ending previous turn i had the 2 triangles and the battle phase right after that looks like this. He couldn't even have reached the militia near Bangladesh's capital.
