Troops keep surrounding captured cities?

I am extremely new to this game, so this question is probably regarding a regular part of gameplay, but whenever I reach a city and win a battle, sometimes, instead of taking over the city, the army surrounds it and stays there. What is the point of this?

You probably attacked it with bombers or was it air transfort? It does'nt work 100% of the time but sending the bombers first and then the rest of your troops covers that glitch.

depends on the map you are playing, but for basic world map: air units cant take cities, and submarines cant take it aswell. although if you put units inside air transports, they will be able to take the city if they survive. aswell as marines in submarines.

depends on the map you are playing, but for basic world map: air units cant take cities, and submarines cant take it aswell. although if you put units inside air transports, they will be able to take the city if they survive. aswell as marines in submarines.
