Air/Naval/Ground Commander

I added these 3 units to a map of mine, but they are not available when i want to test them in game, although they should be buyable. Is that normal?

Another question about them is if they have automatically a bonus to air/naval/ground units or do i have to add this manually?

Try selecting the buyable button near the bottom? and yes they are automatic bonus

Is there already a solution to this question somewhere? Because I'm having the exact same problem...

I have managed to be able to have commanders in a scenario map of mine (where you can place them somewhere on the map), however, when I tested the map, they added absolutely nothing to the troups...

Maybe they are not Buildable?
