The admins make new mods by who the mods suggest. There is no conspiracy, this is common in all societies. If you wish to become a mod, simply befriend mods, get to know them, tell them who you are, and help them out. Eventually, if you gain their support, you will be promoted. It's very similar to apprenticeship in my opinion, where the User is the padawan and the Mod is the Master. Ivan can be The Force. The next mods will be Safari's friends, Caulerpa's friends, Acqu's friends etc.
