Pls Fix ally annexation

Just played a game and allied with a random guy. He flies several planes with infantry and takes most of my countries in one turn (+ my capital) after 2 turns l'm able to declare war and... l lost. AtWar PLS fix.

Don't leave your capitals or cities empty, leave at least 1 militia in there. Or simply, don't ally. The type of feature you're talking about is necessary for CWs and 3v3s.
