How legit is it for another player to kill the wfs near my cap and put units around there to wall me in the same turn? i have two players tellimg me what they did is completly fine.

I think this is called a Serbian Wall.
If I am not mistaken, that situation has divided the community for a long time. It's a matter of convention, like no WF on turn 1. The difference is that a smaller (but still large) proportion of players agree to forbid Serbian walling, in comparison to no WF on turn 1. The reason for the smaller support is that Serbian walling can be prevented (by moving a new unit close to your own wall the previous turn, thus preventing the building of the new wall), whereas WF on turn 1 can't be prevented.

It is definitely not a bug exploit, and I think I remember reading an admin stating that it was programmed to be allowed, and thus they were ok with it. Still, it is often frowned upon.

its not a Serbian wall,he is talking about how legit is to kill the wf units AFTER the wall is broken,and attempt to wall it, a Serbian wall is when you attempt to both break and wall up his city at the SAME turn

100% legit - you can also counter by bringing the unit back into your city, and pulling another unit out to w/f.
