Do you know that -2 and -3 hp is a big nerf, like your +3 reinf buff isn't enough to have a decent strat. Also you need to ask Dave if it's possible to code it and if he has the time to look into it.

I could see that the units could cost less overall (assuming balloon tanks are less expensive than functioning metal ones), but it's not really something you can successfully implement in this kind of game. Those sorts of one-off, quirky strategies that end up helping armies win engagements aren't necessarily fighting styles, but more like improv. You could add fake units, like a 20gp tank that has the same image and name as a normal tank, but with 1/1/1 stats, which would be effective in a quick or large game where players might not focus so much on stack composition. But even then, that's a largely ineffective way to spend your currency and expend reinforcement opportunities. Neat idea, but not effective in virtually any scenario.
