[OPEN] Can't see inactive players in Playerlist

Bug Report
Expected behavior
Clicking "Show All" in the Playerlist should show all players by rank of SP regardless of inactivity.

Actual behavior
It shows a seemingly random selection of players in order by SP with no regards to inactivity.

Steps to reproduce the behavior
Go to the Playerlist and select Show All "Players absent for 30+ days are not shown. [ show all ]"
