Whole Country Bonus: How do you edit it?

Is there a way to control the "Whole Country Bonus"? I love the idea of symmetry between regions, but playing on maps where every city/capital/region has the same income can be very boring. To get around this, I was thinking of making all the non-capital cities in a region+the Whole Country Bonus always equaling the same, but still providing potential attackers to strike at certain villiages with more income.

If there isn't a way to directly change the bonus, how can I influence it through changing the cities' income?

If I remember correctly, it is 1/5 of the income you get from the country.

no cause if you make a country with 1 or 2 income it gives no whole bonus

That's a bummer. I wanted to make a change to a country's bonus. For example, make several countries count as one country and give an additional bonus for capturing them all.
