Option to allow players to control more than one faction in a scenario

Like the option to select multiple countries, a similar one to allow players to select multiple sides in a scenario. Default would be one. Players would be able to have scenarios that require a number of players with only a small portion of actual players.

The problem consist in time and strategies... otherwise good idea.
