Cities with infantry or with militia?

Well in this game some countries have militia in cities and others infantry.
What determinates that?
Is just like designers want?

It needs 500+ for infantry, right?
It has infantry.

It needs 700+ to have infantry, and Indonesia has militia. When you saw it a player must have previously owned it converting the militia to infantry.
