Reinforcement Scale [Cracked]

Hi everybody, this is Ezzatam speaking. I have discovered the way of scaling like the World Map and giving exactly the same results.
For this I have entered all the data of 503 cities there into a spreadsheet and fiddled around with some numbers.

The Eesti Formula for reinforcement: 5.67 x Population of City / Average Population of Cities (Rounded to 0 d.p.)

In my opinion we should try to use cities with strategical distances, changing a bit the place of the city if is necessary.

For the rest of persons, this isnt that hard to understand, is only a list of Cities...
