Is Puerto Rico a puppet state to the US?/51st State?

Puerto Rico's a Territory of the United States, but has no real representation when it comes to the legislature or the branches of government, as far as I know, hence why there's been a great rebel support for independence from one side, and admittance to the Union on the other. Either way, it's just an administered territory, same with the American Virgin Islands
