Why does the "preparing map background" phase take so long?

When I save maps, the "preparing map background" phase takes several minutes, while the other phases are only a few seconds. Sometimes, it will even crash my browser on this phase. Does anybody know what's going on?

Usually that happens to me if my save fails or if I disconnect while trying to save, normally that doesn't happen but if it does that's the usual cause for me

Mine very rarely crashes on chrome

Mine only crashes when I make big maps (i.e. upwards of 200 countries)
