Remove maximum event units for scenarios

Holy fucking shit this trash "feature" has ruined so many maps, Pyrrhus hates it, Dire hates it, and now that I decided to finally make a map, I hate it too, what kind of terrible person came up with the idea of limiting the maximum number of event units a faction can have

Ok so this seems to have a simple solution. Why dont we make supporters and mods review all maps when published for abuse. its a simple fix as we log in every day and will allow events to be whatever they want. This should only be for initial publishing as edits will be a lot of reviews. Initial approval with no limit and random reviews by supporters to make sure that its not been edited for abuse
