Wall bug

Expected behavior
The wall shouldn't be able to break when we are at peace (it only works when you join the game during your first turn).

Actual behavior
The wall breaks.

Steps to reproduce the behavior
1. Join the game (any turn).
2. Pick a country.
3. Make units (any).
4. Attack between the 2 units that make the wall.
5. Declare war on the country you are attacking on the same turn you join (not sure if this is required for it to happen, but I always do that)
6. Watch the wall be destroyed.

Information:
Browser: Chrome.

Browser version: Newest probably.

Any other relevant information: Very dangerous in the hands of late joiners.
