Snipers and cannons

Snipers for the field and cannons for the cities. they can attack without moving.

I don't really see snipers working so well, besides potentially being a ground version of Helis, bonus against infantry and militia, nerf against tanks or something like that. Artillery would be neat but I feel like it would change the game up a bit too much for my liking.
